Dr. Edouard François LATORTUE

Dr. Edouard François LATORTUE is an international consultant with over 20 years of experience in project and program management, particularly in international cooperation with the Aid and Charity Agency for Disadvantaged Children (ASEBED).
He has specialized in managing relationships with major donors such as ACDI, the World Bank, and the Ministry of International Relations of Quebec, as well as in strategic and operational planning with the Canadian federal government and NGOs.

Risk Assessment and Organizational Diagnosis
Since 2016, he has been leading the MBA program at UNDH while serving as a professor of International Business Law at several prestigious academic institutions, including Quisqueya University and INAGHEI. Since 2021, he has also been a consultant for the Haiti Startup Talent entrepreneurial program of the CASELI Foundation, where he teaches Commercial Law and Business Strategy as part of a program funded by BIB/FAES.
Dr. Latortue holds a Ph.D. in International Business Law from the United States, a master’s and a bachelor’s degree in Law from the University of Ottawa (Canada), a bachelor’s degree in Law in Haiti, and a Bachelor of Business Administration (Management and Finance) in Canada.
His experience, combined with his academic and professional skills, makes him a key player in international development, entrepreneurial training, and institutional capacity building.
